Reducing the scope of rules_closure

As earlier announced in google/closure-library#1214, Closure library is archived as of Aug 1, 2024 and will no longer be updated.

With Closure library is gone, a lot of existing functionality in rules_closure will not be possible to maintain. However we still would like to keep a minimal working version of rules_closure for the use cases driven from J2CL. Also see the "What about Closure Compiler?" section in Closure Library announcement.

With the goal of this reduced scope, we will soon start making changes that will start dropping some functionalities. Before those changes start landing, I will cut a final release for the projects that would like to have access to latest state with existing functionality.
