API for parallel process locals should run be separatable

Describe the solution you'd like
Having a parallel process locals that can be managed across processes would be nice.

Describe alternatives you've considered
No alternatives made yet. Need to be designed from scratch. New API. There is nothing like this in the Rust environment.
