Update the URL generation

This is very basic and doesn't capture either all the potential known locations of relative paths (see #4) or just appends (we know that sometimes the relative paths intersect with the base URL and sometimes they don't). We also know that sometimes the service relative paths are more explicitly tied to a specific dataset (ref attribute vs a general catalog response definition).
