Development console logging sometimes does not appear

Sometimes on running ./scripts/serve the servers start and serve content, but the console logs do not print anything beyond the initial startup messages. Stopping and restarting can get the logs going again, sometimes after multiple tries.

This is an issue for development in particular because Django server debug messages log the commands that must be run manually to complete local analysis jobs.

When this issue appears, the angularjs container seems to have been the last to start, but that may be coincidence.
