avrdude under Windows on ARM64

We provide Windows ARM64 binary for avrdue now.
https://github.com/avrdudes/avrdude/releases/tag/v7.1

It will be interesting to see if there are users who are using Windows on ARM64.

Take note only WinUSB based or HID based programmer may work. There are no libusb0.sys or libusbK.sys for Windows ARM64.

If your programmer is not recognized by Windows ARM64, you may want to give the snapshot of libwdi/Zadig a try.
