Add notion of an alarm based on special state features

A sharp increase in resource usage or, more generally, a certain combination of conditions should trigger an alarm (in the form of a popup or news item in a sidebar). This can serve as a warning signal to the DC user that something might be improvable in the system, to alleviate the problem found in that situation.
