Provide aggregate state metrics

Once we have more information than only load for each state, we can combine these metrics for each tick&entity and provide a combined notion of load (e.g. to indicate strain on resources).This could be an average, but also a min-max metric (one of the metrics being high is sufficient to make the aggregate metric high).
