Support Tool Usage and Reasoning

Support tool usage for more refined searches of documents and allow some reasoning on top of this. In addition to tools for searching, the tools should support API calls for further improvements of BossDB tool integrations and collection searches.

This change does not necessarily imply an entire ReAct agent (primarily due to latency concerns). The default RAG offering without tools should still be possible. Prioritize low-latency and mitigate with Chainlit tool usage updates.
