have a changelog.md telling/shareing notable changes with users and developers

Hi there,

I wanted to file a report about having a newish version of revolt in Debian but had to take step back as there have neither been any releases (release tagging) nor there seems to be a changelog to tell/show what all has changed.

If possible make releases and use something like https://github.com/github-changelog-generator/github-changelog-generator so it automates the changelog a bit making it easier to generate changelogs.
