This is an inconsistency someone raised with us in the process of documenting the print link component as part of the design documentation work:
Where print link is repeated at the top and bottom of a page the lock-up is currently inconsistent. Could we:
a. Review if we need it twice on a page and/or
b. Make the lock-up consistent?

I think this issue would require some user research to support it. On the basis that I think all of our pages have been user tested I'd assume there's a good reason why the button is duplicated, I think this issue would need to provide evidence for why we should remove one of these buttons in order to proceed.
