For each channel, this script creates a <display-name>39_2</display-name> using "_" (underscore) instead of "-" (hyphen).

What did you expect to happen?
The tv_grab_na_dd script correctly populates a hyphen.

Any other information?

Update, it does appear to be a formatting issue within XMLTV. I don't know whether the underscore is expected by some applications, so I will create a pull request that simply adds another display-name tag with a hyphenated channel number.
"_", "-", and "." are considered somewhat equivalent for ATSC (as real TV's, and their remotes, use different representations). You should work with the upstream jellyfin to change their support to support all variants.
