Okay so hear me out here: instead of enchantments or tools in survival mode, there can be skills and attributes.
Attributes will improve the properties of your body, and will increase as you use the attributes in question.
Strength: Increases damage, block breaking speed, and inventory size (limited by total blocks instead of number of stacks).
Speed: Increases movement speed and block placing speed.
Toughness: Increases health.
Health regeneration: Improves healing speed.
Endurance: Increases stamina, which would replace the hunger bar.
Stamina regeneration: Increases the rate at which stamina recovers.
Skills would improve the quality and limits of the things you can do, and will improve as you use the skill. At certain level thresholds, some skills could unlock special abilities
Mining: Increases mining speed, drop output from things like redstone and diamonds, and allows mining higher quality materials (to replace upgrading pickaxes). Special abilities could include super breaker (with a timer and a cooldown), ore x-ray (with upgradable radius), and blast mining (break a 3x3x3 or 5x5x5 area all at once).
Woodcutting: Increases tree cutting speed. Special abilities could include destroying the entire tree at once.
Acrobatics: Reduces fall damage and increases step height. Special abilities could be double jump, wall climbing, and air walk.
Building: Increases max reach. Special abilities could include placing blocks in mid-air, putting down platforms or walls instantly, pattern projection for displaying circles or spheres that you can build over.
Combat skills could be added when mobs are added.
Crafting skills could be added when crafting is added.
To unlock special abilities, you have to be a required level, then pay in ores to unlock it. Perhaps the more powerful abilities could require ores to use them as well, like air walking could require 1 lapis per second while hovering.
