merge onboarding+projectmanagement into a template

@KirstieJane - i really like the project management and onboarding things you have setup. i forked the project management and started turning it into a template that people could use like the software carpentry template.

i think the onboarding can be merged with it into a single template repo. any thoughts before i go ahead and do this?

I don't really know why, but my gut wants to keep onboarding & project management separate. I guess I want to keep onboarding as a very focused and specific set of tasks (that are not at all currently well developed!) rather than having them get lost in the mess of the day to day projects 😕

BUT, there's absolutely no reason that you can't merge them for a template! Please do go ahead. I might even fork it back if it looks more sensible than my first iteration! 😀
