Popup Document Manager

One of the features we have lost in v4 is the ability to select specific documents from the visualisation tools. I think it would be useful to have that back, but I think it is worth doing as part of a larger feature. What I have in mind is a popup version of Manage that can be called by clicking the Active Documents link at the bottom right of the screen.

The popup would contain a miniature version of the Manage table (perhaps just the document label and active/inactive status), so that the user can toggle files without switching pages. (If we wanted to, we could later develop it further to replace the Manage page altogether.)
