Lock 'new string to translate' notifications

Sometimes we do updates on the documentation in big batches, and I make two or three uploads to weblate for each.

First I upload the translation strings and go to weblate. There I can see them in context, and I can see for example similar strings in other components, or errors that I didnt discovered while reviewing before pushing.

Other times I change only a link, so I want to push the changes and recover the strings myself, so I dont waste translators time.

Now I could lock the component, but that makes me unable to use it and make the changes I want.

I wish I could lock only notifications, or maybe be able to configure the notifications to wait an hour before mailing translators about new strings. Like the lazy commits.

This way I can push and review the strings, recover the easy ones, and if there are more to translate, weblate can send the 'new strings to translate' message.
