Add spec text for defining element sub-rect captured

A UA may capture only the sub-rect of an element because of hardware or memory constraints. This behaviour needs to be defined in the spec. See issue here.

I propose we leave the exact sub-rect captured to the UA with a recommendation to base it off of proximity to viewport.
