CS2 will start in a small window if the fullscreen resolution is set to a lower resolution than the monitor resolution

Please describe your issue in as much detail as possible:

If CS2 is set to a lower resolution than monitor resolution in fullscreen , CS2 will start in a small borderless window on the top right until you change the display mode from "Fullscreen" to "Windowed" and change it back to "Fullscreen"

Steps for reproducing this issue:

1. Set resolution to a lower resolution than monitor resolution and set "Display Mode" to "Fullscreen"
2. Apply the settings
3. Stop CS2 and restart CS2 from Steam

Also once CS2 is launched in a lower resolution in fullscreen mode, it wouldn't restore the monitor resolution back to the native resolution after you exit the game
