No microphone audio and VU meter all over the place

Please describe your issue in as much detail as possible:

CS2 is not detecting any microphone input. The VU meter in the settings is just showing random levels and when I push to talk in game the talking indicator shows up but the speaker icon isn't moving and people hear garbled sound. Enabling "Hear My Own Voice" also doesn't do anything. CS2 shows up in pavucontrol as recording as "SDL Application" and shows the levels being just fine.

Steps for reproducing this issue:

1. Go to voice settings
2. Watch the VU meter go crazy

For the record, the voice works fine in the test in the Steam settings. It's only broken in CS2.
