As a data consumer, I would like to have access to the latest features of the Plotly visualization tools.

AC:

Review release notes before beginning update
Update the version of the plotly library to the latest stable release
Deal with any incompatibilities
Check visualizations to ensure they still work
Have rollback plan if issues occur

Current version running on OS: 1.51.3
Latest version of Plotly: 2.5.1

Time box to approximately 2-3 days
