Set up CI for producing WASM binary #18

I want to make sure the core library is capable of compiling to WASM from the start. We should set up a test that tries to build the binary for

wasm32-unknown-unknown
and possibly wasm32-unknown-wasi

to ensure that changes don't break compatibility
