I don't think it's written anywhere how much power the rover actually needs and uses. Knowing this would be crucial in the case of a battery redesign.
Measuring power draw of most components is relatively easy, but the most important statistic is how much the motors draw when driving the rover, or moving the arm. We may need to borrow a amp meter that can measure in the 60A range from the ECE department.
