[MODULES] some options fro mthe development branch of the UCP2.15b are missing that were widely in use already #76

Missing features from the UCP2.15b developer branch that we kept using for the past 1.5 years already and are present in some deployed UCP2.15b mods like Vanilla retraced:

  • more frequent restocking of AI goods (flour, iron, wood -> used in AI tournament)
  • stop jester from visiting assassins (especially important for Multiplayer ^^)
  • enable map sending in multiplayer
  • fix recource rapid deletion (also very very important for multiplayer and already extensively tested! it fixes one of the most prominent cheats of autoclicking to double delete buildings for gold gain)
  • fast placing (rapid palcement of certain building types, like houses or woodcutters, this will decentivise cheating further and no need for autoclickers anymore if we also get fast buy & sell in market!)
  • disable border scrolling (needed for testing environment like AI fights and in combination with DXWND, maybe deprecated if we hav e graphics repalcer?)
  • remove right click context menu

Actually most of them are already there, jsut the AI restocking of goods is missing and the jester not visiting assassins

@Krarilotus Can you edit the main message to only include the relevant points (and an edit note) then and fix the title?
Makes it easier for whoever tackles this to understand what the issue is about and what needs to be done.
