Would be nice to have this stable, much like we do with virtualenv and requirements.txt. Would help to allow reproducible setups, which would allow us to spin up servers more easily.

Looks like 2.3.1 will work, using rvm. Will put up PR tomorrow with README instructions added for rvm, and a Gemfile.lock to pin everything
