One of the nice features of @CannonLock's new map ingestion system is a fairly nice set of "ingest process tags" that help us filter maps by their status and other criteria (source organization, etc.)

It would be ideal to have a more well-developed tag system that is also designed for maps that have passed the ingestion stage. This would ideally encompass both machine-added and user-added tags, and might have some integration with other parts of the system (e.g., tracking map sources and originating organizations).

It might also be useful to have tags that can be used across domains of data (i.e., maps and columns)
