Mode 2 skewed by lack of district-level health burden calibration #1498

As discussed during the TLO modelling meeting of 22/10/24, while competition for HR under mode 2 takes place at district level, the burden of major diseases such as TB and HIV is only calibrated at national level. This may result in a skewed picture of the pressure from these diseases on medical workers in high-prevalence areas. Could potentially compare to a national-level average of HRH to quantify the effect.
