Describe the bug
Deployment notifications are displayed to all users, irregardless of their permissions. Example for user with no permissions:

To Reproduce
Session 1: log in as user with no access to any scenarios
Session 2: log in as user with access to scenario X and deploy it

Session 1 sees notifications about deployment of scenario X.
