The disappearing Pickaxe bug still happens when vein mining in other dimensions. (Nether and End)
(bug found on 1.18.1)

If it helps any when I use this plugin https://www.planetminecraft.com/data-pack/treecapitator-datapack-1-13/ and cut down a tree in the nether then mine an ore after the pic-axe will stay as intended though it resets when you leave the nether.
