Fix vehicles of players being able to pass through restricted areas

Describe the bug

If you mount a steerable vehicle like a strider, horse or pig you can move them through areas that you couldnt enter or exit on your own

To Reproduce

1. Create a new area
2. Deny entrance or exit
3. mount a steerable vehicle
4. move in or out the area

Expected behaviour

Either dismount the player or deny vehicle passing the border
