Disabling of Feeds No Longer Active

Problem Description

Some of the feeds have been shutdown / disabled.

abuse_palevo_IP.conf | true | ["403 Client Error: Forbidden for url: https://palevotracker.abuse.ch/blocklists.php?download=ipblocklist"] | https://palevotracker.abuse.ch/blocklists.php?download=ipblocklist

and

abuse_palevo_DOMAIN.conf | true | ["403 Client Error: Forbidden for url: https://palevotracker.abuse.ch/blocklists.php?download=domainblocklist"] | https://palevotracker.abuse.ch/blocklists.php?download=domainblocklist

and

openbl_IP.conf | true | ["404 Client Error: Not Found for url: http://www.openbl.org/lists/base_all.txt"] | http://www.openbl.org/lists/base_all.txt

Steps to Reproduce

1. Install Hippocampe
2. Initiate feed ingestion
3. Errors returned.

Possible Solutions

Disable feed, replace with others.
