What would you like to be added:

允许设置是否覆盖DDC Ref
当前ref存在时会插入失败，但是不会报错会返回新上传的ref需要的blob，希望插入失败时直接报错并返回当前的ref

Why is this needed:

部分场景需要支持覆盖写ref
