问题： 目前蓝盾process微服务的构建数据会存在于正式库和归档库，但二个数据库的构建数据相关表公用一套分表规则，不方便灵活定义正式库和归档库的分表规则。

措施： 正式库和归档库的构建数据相关表支持独立使用自已的分表规则。
