Dev cluster deployment

We'll deploy this on dev cluster through it's helm chart by putting an ArgoCD application in the k8s-dev-deploy repo pointing at HEAD on main for early testing.

Since this is actually meant to run in anger on Dev cluster we'll eventually deploy it using a proper pinned version.

I want multiple for these to be able to be deployed on the cluster as long as they are in different namespaces and have a different prefix for the metrics names they send to Prometheus.

That way we'll still be able to test new versions of this without disturbing pinned one that's actually logging data to be used long term.
