Persistence of last power mode

It always resets to the default on reboot. This should remember the last user setting and only reset to default if it has no permission to change it.

I have now left the extension in maintenance mode until linux 3.11 is released and I understand how dpm will be working. (The differences are so big that this extension will either become obsolete, or require a rewrite).
I will leave the issue open to remind me of this improvement, when/if I make it work again with DPM.
