Shop: Broken Tool not matching buy criteria highlights.

Shop's wanted tool shows I have one on me, but I cannot sell it.
Wanted: 0-5% durable, 50-100% integrity
Item I have: 156/2038 durability, 82% integrity.
156/2038 > 5% so it should not show up as something I can try to sell.
