Add support for custom metrics

Following up from the metadata and logging additions, it would be good to also allow the users to register custom metrics and values. These could then be exposed as an endpoint at the MLServer level so that they can get scrapped by Prometheus. Note that, because of this latter point, this task is dependent on SeldonIO/MLServer#38.
