Explore buildpack as an alternative to conda-pack #123

We currently leverage conda-pack to serialise the user's environment. This ensures that production workloads will use the same environment. This approach has some tradeoffs so it would be good to explore whether buildpack could be used for the same end. That is, building a Docker image that resembles the user's environment.
