template 3.0.0 submission file change how award number/funding validation works

We will likely need to start validating award numbers against remote sources since we cannot easily maintain the list of valid patterns, this needs review. This is also part of moving the submission file metadata fields into the dataset description file where we can't have a strict limits on the format of identifiers in award number etc.
