Task:
Eventually we would want to add a feature for silently messaging someone. If User A has their account set to Do Not Disturb and you go to message them you should get hit with 3 options when attempting to send them a message

"This person is on do not disturb and won't be notified."

"Notify Anyway (urgent)"
"Notify Tomorrow Morning"
"Notify Next Time They Are Online"
