Default start settings for editor settings and document properties

Hello friends, unfortunately I couldn't find anything specific that could help me. I want to set the start default settings in my editor for the editor settings so that the language is in German and the background is also set to tiles and the ruler is set to millimeters as soon as someone new comes to the page.

Then in the document properties, set the size of the drawing area to 410mm x 410mm
