The use of the Concept class is not clear to me. On the one hand it seems to be an easy way to specify, for example, formats of Evidence (i.e. pdf), but on p41/41 it seems to be used for categorising public services into either information areas, procedures or assistance. Please elaborate and/or include this more clearly in the example.

The concept class is meant to be used for classifications or reference data. Such class can then be used by different classes in the SDG model requiring classification (e.g. type of public service) so that there will be different types of classifications (e.g type of events, etc.).
This needs to be differentiated from the way classifications (or controlled vocabularies) are structured. For example we propose to adopt a certain structure for categorising public services according to the SDG:
Firstly, a public service would need to specify which type(s) of SDG service it is among the three following ones:
Information area
SDG Procedure
Assistance and problem-solving service
Secondly, once the SDG type selected, the public service could also precise the specific element. If for example, information area was selected, the full information area classification could be used with, at the moment, two additional levels: the area and the information regarding rights, obligations and rules. The SDG classifications directly come from the regulation.
