The Usage note for the property is proved by in the class Evidence says now "Agents transmitting Evidence are usually the Agents requesting the Evidence or service providers acting on behalf of the requesting Agents such as software developer companies."

An Agent who provides/transmits an Evidence is (usually) the one who requests the Evidence? You provide an evidence that you request?

@jimjyang the usage note is maybe not clear indeed.

The providing agent is an intermediary. In that sense when receiving a client side request for an evidence, themselves might to ask for the evidence from another agent.
The text highlighted that aspect.

original:
"Agents transmitting Evidence are usually the Agents requesting the Evidence or service providers acting on behalf of the requesting Agents such as software developer companies."

proposal to update:
"Agents transmitting the Evidence are usually the Agents that are issuing the Evidence or service providers acting on behalf of the Evidence issuing Agents such as software developer companies."

additionally we could add:
"The Evidence provisioning might pass through a chain of providers. Implementers have to define which providers are to be shared or not."
