Add "experiements" mechanism #951

Basically have a PR label on NorthstarLauncher repo called "active experiment" or something.

FlightCore then checks all PRs for that label and then exposes any PR with that label in the dropdown menu that shows release candidates.

The idea being to have a way for players and playtesters to try specific PRs.

GeckoEidechse added the enhancement label
