Add step to CI to also compile under Wine

#545 introduced a regression in terms of compiling under Wine which was fixed by #602

As an increasing amount of our contributors use Linux and compile Northstar under Wine we should consider adding a CI step that also compiles launcher under Wine in order to prevent this from happening again.
