Cross compiling test is broken

The cross compiling test fails with library not found for '-liconv', e.g. https://github.com/PyO3/maturin/actions/runs/11393076991/job/31700604975?pr=2262. I'm not sure how to fix this since we would need to install macos libiconv on ubuntu (?)
