The pydata-sphinx-theme has a banner element at the top of the page that defaults to display: none (so it is hidden by default). It is also completely empty. That is, you would need to change the theme templates to allow for a banner announcement at the top of the page. This can be done easily, though. And a theme option can be added to allow for custom banner text. If this is desireable, I can add this to the sphinx-pythia-theme.
