Mage tower etc quests such as Return of the Highlord not available

Describe the bug
The construction quests seem to be unavailable as the constructions are stuck in the "under attack phase" so we are unable to take and complete them

To Reproduce
Steps to reproduce the behavior:

1. Go to 'deliverance point'
2. Click on 'click the construction map'

Expected behavior
Items are built, can take associated quests
