paper-tooltip's left and right position values do not support right-to-left layout.

Expected outcome

A paper-tooltip that appears on the left side of an element in a left-to-right layout should appear on its right side when the layout direction if flipped to right-to-left.

Actual outcome

The paper-tooltip still appears on the left side, which may cause it to render offscreen or conceal important information.

Steps to reproduce

  1. Set the direction of the page to RTL using <html dir="rtl">.
  2. Put a paper-button element in the page.
  3. Put a paper-tooltip element in the page and set its for attribute to the ID of the button.
  4. Open the page in a web browser.
  5. Hover the paper-button element.

Recommended solution

Add position values of "start" and "end" that map to left or right depending on the page direction.
