Right now the new server software will let anyone send a podping. It does give a warning during startup but doesn't actually stop you from sending a ping. This is the way it should be.
It is the Watching programs that actually look up the list of authorized accounts and filter out unauthorized.
The manual part
At present I need to manually go into the Podping account on Hive and "follow" a new podping-ing account.
The Automation
I could quite easily write a small bot that automatically followed anyone who sends a small transfer (say 1 HBD or 2 Hive) i.e. a dollar's worth to @podping on Hive.
I'm just not sure it's worth the time and effort right now.

I personally wouldn’t bother until we get all of the heavy lifting done on the dockerizing. I will also be writing a self service site for podping.cloud and we can do them both at the same time.
