My initial data analysis shows that the inter-year variance for the UN dataset kills the correlation between the two if using more than one year, but it might be interesting to visualize interactively.
Here is the data if normalized for the common years (2018,2016,2014) and the common countries together - note the segmentation into three horizontal belts - meaning the UN eGov index on the vertical axis shows great inter-year variance:
One solution could be to normalize the indices on a year-by-year basis, in this case the correlation seems to make more sense, the trend is visible, but the dispersion and number of outliers are still large:
