判断是不是包含非英语字符串，然后根据设置处理成只留 ID 或 ID 加标题。

Flarum 在 1.3.0 和 1.5.0 版本，对中文（非英文）主题的 slug 进行了修改并提供了新的 slug driver。

暂时先实现了根据标题是否为英文，处理成只留 ID 或 ID 加标题部分。
后台设置部分，还没研究如何写。等有时间再继续。
